Shan Rowbotham was elected to the Board of Commissioners in 2012 taking office January 1, 2013 and was re-elected for a second term in 2018.   He was appointed to the Energy Northwest Board of Directors in March 2014 and ​was elected Secretary in January 2023. 
 
After serving a dual role Commissioner/City of Ellensburg employee for 6 years, Shan retired from the City in 2019​.  Commissioner Rowbotham has been a customer of Kittitas county PUD for 53 years and as the Power and Gas manager he managed wholesale energy procurement for both the light and natural gas utilities, and large customer billings. He was also the conservation manager and managed the city’s community solar project. Prior to joining the City of Ellensburg, Rowbotham worked for more than 20 years in the propane field.
 
He attended Ellensburg public schools and has attended multiple utility related training seminars, classes and webinars on a variety of utility-related topics, including cost of service, distributed generation, utility billing system operation, maintenance and support and SQL reporting training.
 
Commissioner Rowbotham is a member of the Kittitas County Historical Foundation and previously served on the Kittitas County Airport Advisory Committee and the Kittitas County Historical Society Board of Directors.
