Kathy Vaughn was the first woman elected to the Snohomish County Public Utility District No. 1 Board of Commissioners. Elected in 1994, she is the second longest-serving commissioner in the utilities’ 60-year history. Commissioner Vaughn was appointed to the Energy Northwest Board of Directors in 2004 and served as its vice president. In April 2006 she was elected to the Energy Northwest Executive Board. During her time on the Executive Board, she served as the assistant secretary and secretary. She also chaired the Audit, Legal and Finance Committee. Her term ended in June 2018.

Mrs. Vaughn was also nominated by the region and serves on the Policy Makers Council for the American Public Power Association to work on national energy policy issues in Washington, D.C.

She is an accomplished businesswoman and was featured as Business Woman of the Year in 2005 by the Snohomish Business Journal. She is the president and licensed broker of Goldmark Financial Corporation, a Washington state mortgage brokerage firm. She is also co-owner of a construction company with her husband.

Prior to her election to the commission, she was active in the community, running many youth organizations and serving as a precinct committee person. She resides in Lynnwood, Wash.
