The Small Works Roster (SWR) complies with the Revised Code of Washington 39.04.151. The roster is the reference used to solicit contracts construction, building, renovation, remodeling, alteration, repair, or improvement of real property within the dollar thresholds outlined in RCW 39.04.152:
$350,000 or less until December 31, 2026
$530,000 or less from January 1, 2027, to June 30, 2027
$560,000 or less from July 1, 2027, to June 30, 2028
$590,000 or less from July 1, 2028, to June 30, 2029
$620,000 or less from July 1, 2029, to June 30, 2030
$650,000 or less beginning July 1, 2030
Energy Northwest participates with a number of other Washington public agencies in using a shared online SWR database administered by the Municipal Research Service Center (MRSC).
Businesses interested in working with Energy Northwest on projects awarded under the SWR contracting process must register and apply with MRSC. Businesses who register and apply with MRSC shall review the General Provisions for work, which can be found on our Vendor Qualifications page. By registering with MRSC, Contractor shall agree to Energy Northwest’s Terms and Conditions. Acceptance to the roster does not guarantee work with any member agency.

- Click the “Join MRSC Rosters” button for business membership
- Create a account and select Energy Northwest in your application
